California’s 22nd Congressional District

Joe Biden won this congressional district by an impressive 13 points in 2020 and Democrats enjoy a huge advantage in party registration here. Still, Republican David Valadao eked out a narrow win in 2022 by just 3.4 points in a low-turnout election where many Democratic voters stayed home and in a district where Latino turnout lags well behind the general population. Investing in organizing is essential to connect with these potential voters.

To defeat Valadao this year and hold CA-13 going forward, People’s House recommends that donors support Communities for a New California, a grassroots organizing group that is also working to flip CA-13 and CA-41.

CNC works to build authentic relationships in communities through grassroots organizing and focusing on day-to-day issues that voters care about. It has a strong record of mounting intensive get-out-the-vote drives through in-person canvassing and digital outreach. Its 2024 plans will build on this work to help flip CA-22.
