Biden won this district in 2020, but it went to Kiggans in a low turnout election two years later. Democrats can take VA-2 back — and hold it in future elections — by better mobilizing its base voters while also working to improve performance with non-college whites, who make up the largest share of the electorate. Both these approaches require a sustained investment in organizing, starting this year and continuing through multiple cycles.
