California’s 27th Congressional District

Why Mike Garcia Must be Defeated

Garcia has repeatedly opposed laws that would benefit his district. He voted against the American Rescue Plan, which provided vital assistance to families in his district — including expanded Child Tax Credit benefits for 99,000 needy children, as well as aid to the schools and hospitals that his constituents rely on. Garcia also voted against the bipartisan infrastructure bill, which has so far provided California with $18 billion in aid, including for vitally needed projects in CA-27. More recently, he voted in favor of cuts to key programs that benefit his constituents, including Medicaid, which over 100,000 people in CA-27 rely upon.

Why We Can Flip It

Joe Biden won this district in 2020 by more than 13 points and Democrats have a substantial edge here in party registration. But Garcia slipped into office in 2022 in a mid-term election where many voters stayed home. A majority of eligible voters in the district are Latino, Black, and Asian, but some 40,000 of them aren’t registered. A recent study found that Latino turnout in the district has lagged well behind the general population in recent elections. We can change that through organizing work that aims to empower people in CA-27 to improve their lives — starting with electing a U.S. Representative who will work in Congress on their behalf.
